Union Minister for Human Resource Kapil Sibal said on Saturday that he has set his sights on increasing the country’s Gross Enrolment Ratio to global standards by 2020.
Sibal was speaking at the Indira Gandhi National Open University’s 22nd convocation at its main campus in Maidan Garhi. “I am planning to raise it to the global average by 2020, which by then will be around 30 per cent. It will mean that the enrolment should expand to 40-45 million from the mere 13 million today,” he said. India’s GER is about 13 per cent now, 10 per cent below the global average.
Of the 2.15 lakh students across the country, 78 received gold medals at the event. IGNOU gave away 44,926 Bachelor’s degrees, 20,775 Master’s degrees, 59,042 diplomas, 90,618 certificates and three PhDs to students across the country on Saturday.
P T Manoharan, former Vice-Chancellor of Madras University, distributed the gold medals and other awards, and delivered the guest of honour address.

Speaking on initiatives to promote GER, IGNOU Vice-Chancellor V N Rajasekharan Pillai said, “About 120 districts were identified with the GER between 3 and 7, where IGNOU can tap prospective learners between 18 and 23 years. Matters relating to enrolment of fresh learners by IGNOU and retention of learners in the IGNOU system are being addressed.”
